The use of alternatives to detention of foreigners – 24-25 April 2015

On 24-25 April 2015 in Kazimierz Dolny took place a training concerning the use of alternatives to detention of foreigners which was organized by the Rule of Law Institute. In the training took part employees and volunteers of the project “Monitoring of the use of alternatives to detention” financed under the Citizens for Democracy Programme financed by Financial Mechanism of European Economic Area (EEA).

During the first day the training was conducted by Mr. Delaine R. Swenson who is a Professor of Law on Catholic University of Lublin and founder and Director of the Center for Advancing Legal Skills. This part of the training concerned mainly on methodology of work with clients and was run in a form of workshops which gave it a practical dimension. The workshops’ goal was to improve legal skills of its participants such as legal analysis of the case facts, active listening, creation and presentation of  a coherent and logical expression and formulating legal arguments and its convincing presentation.

During the second day of the training the Officers from Lublin Border Guard Outpost presented the issue of the use of alternatives to detention of foreigners in practices. They also referred to the new Border Guard’s competency which, from 1 May 2014, is to issue a decision obliging a foreigner to return. Moreover, in this part of the training the Border Guard’s Officers mentioned about the institutional functioning of the Border Guard Outpost in Lublin.

Finally, the participants of the training met with the representative of the Office of the Commissioner for Human Rights from the Group of Administrative and Economic Law Mr. Marcin Sośniak who presented the issue of the protection of foreigners’ rights in the Office’s activity. He also presented generally the competences of the Polish Commissioner for Human Rights and principles that govern the proceedings before the Commissioner.

We would like to thank our participants for their active participation in the training as well as our lecturers for sharing their knowledge and experience. We hope that professional skills which were gained during the training will help in effective achieving the project’s goals.
